Permanent Residency

To become a permanent resident in Canada, you have three options:

  1. Express Entry: for those who wish to obtain permanent residency and settle outside of Quebec.
  2. Quebec Experience Program (PEQ): for those wishing to obtain permanent residency and settle in Quebec
  3. Sponsorship: for those who want to sponsor their spouse, common-law partner, children and other family members, whether in Canada or abroad, for permanent residency

EXPRESS ENTRY

Express Entry is an online system used by the Government of Canada to manage applications for permanent residency for skilled workers. You can apply to 3 programs via Express Entry:

  1. Skilled Workers Program
  2. Skilled Trades Program
  3. Canadian Experience Program

You can also be selected by a province through the Provincial Nominee Program

SKILLED WORKERS

  • Planning to settle outside Quebec
  • Advanced Intermediate Language Skills (English or French)
  • 1 year of full-time paid work in an eligible occupation
  • Evaluation of Educational Credentials
  • Evidence of education
  • Sufficient funds to settle in Canada

SKILLED TRADES WORKERS

  • Planning to settle outside Quebec
  • Intermediate language skills (English or French)
  • 2 years (or equivalent) of paid work experience in a skilled trade within the last 5 years
  • A 1-year full-time Canadian job offer or provincial/territorial certificate of qualification

CANADIAN EXPERIENCE

  • Have the intention to live outside the province of Quebec
  • Intermediate or advanced language skills in English or French (depending on occupation)
  • 1 year of full-time Canadian work experience in the last 3 years

SKILLED WORKERS

  • The sufficient funds in your possession must be debt-free
  • Seasonal jobs are not eligible for candidates with a valid job offer
  • Graduate students would have to return to their country of origin to complete their program (depending on the case)

SKILLED TRADES WORKERS

  • Only Canadian provinces and territories can issue certificates of qualification.
  • Each province/territory has its own certification process

CANADIAN EXPERIENCE

  • Work experience must be acquired legally
  • In the case of students, work experience must be acquired after graduation
  • Self-employment experience does not count

Quebec Experience Program

The Quebec Experience Program (PEQ in French) is a program that allows those who want to reside in Quebec to apply for the first step of permanent residence: the Certificat de Sélection du Québec (CSQ). There are 2 PEQ: the simplified or regular process.

The regular PEQ allows you to have your CSQ in 6 months through the Arrima system. In this case, a selection grid applies and the process is more complex. Please contact us for a consultation so that we can determine your eligibility.

For the luckiest ones, the PEQ – simplified process allows you to obtain your CSQ in 6 months and contains 2 components:

  • The PEQ for Quebec Graduates
  • The PEQ for Temporary Foreign Workers

Criteria for both components:

  • Must have the intention to settle in Quebec and have met the conditions of their study permit or work permit
  • Intend to hold a job in Québec
  • Have a valid passport
  • 18 years old and over
  • Advanced Intermediate French skills
  • Undertake to provide for your essential needs and, if applicable, those of your spouse or common-law partner and dependent children included in your application for permanent selection, for a minimum period of three months
  • Obtain, within the prescribed timeframe, an attestation of learning about democratic values and Quebec values. Accompanying family members (spouse aged 16 and over and dependent children aged 18 and over) must also obtain this attestation
  • Must be a holder of a PEQ-eligible diploma:
  • Bachelor’s degree (undergraduate)
  • Master’s degree (and MBA)
  • Doctorate
  • the technical college diploma (DEC)
  • the Diploma of Vocational Studies (DVS) of 1,800 hours or more
  • the Diploma of Vocational Studies (DVS) followed by an Attestation of Vocational Specialization (AVS) certifying a minimum of 1,800 hours of continuing education leading to a given trade
  • You must have stayed in Québec temporarily for the main purpose of studying and have met the conditions of your stay.
  • You must have lived in Québec for at least half the duration of your program of study
  • For holders of a technical college diploma, a bachelor’s degree, a master’s degree or a doctorate, they must
    • have obtained at least 18 months of full-time work experience after the completion of the program of study in a job at level 0, A, B or C of the National Occupational Classification (NOC)
    • hold this job at the time of application
    • If it is a level C job and you are taking a DEP, the job must be related to your field of study
    • If an internship has been done in Quebec, a maximum of 3 months can be recognized

Be legally in Québec as a temporary foreign worker or as part of a youth exchange program (for example, on a Working Holiday, Young Professionals or International Co-op Internship permit) and have worked 24 of the last 36 months.

Quebec Graduates

  • If you are currently a student, you must intend to enter the Quebec job market quickly.
  • You are not eligible if you hold a scholarship with a return-to-country clause, unless you have already complied with this condition.
  • You are not eligible if you have started a new program of study in Quebec.
  • You are not eligible if more than 36 months have elapsed between the time you completed your program of study in Quebec and the date you submitted your application for permanent selection.

Foreign Temporary Workers

  • Have a legal status as a worker at the time of filing the application
  • Work experience as a self-employed person will not be considered.

Sponsorship

If you are a Canadian citizen or permanent resident, you can sponsor certain family members (your spouse, common-law partner, conjugal partner, child, parents, grandparents, etc.) and allow them to settle in Canada.
